Maggy ships in one repo with Claude Bootstrap, an installable pack of skills, hooks, rules and templates for Claude Code (it also works with Codex, Kimi and Gemini CLI) that enforces TDD and quality gates and keeps memory across context compaction. Maggy itself is an optional local FastAPI server and web dashboard that adds 13-tier multi-model routing across Claude, DeepSeek, Kimi, Gemini and Codex, intent-driven skill protocols, an MCP server and plugins. It runs in a local mode without API keys. Its routing was later ported to the mixture-of-models Claude Code mod.
